What is the status of the review?
The independent review of the eviction of Al Gosling and Toronto Community Housing’s Eviction Prevention Policy has been completed. In keeping with his mandate, the Honourable Patrick LeSage has delivered his report to the board of Toronto Community Housing.
When will the report be made public?

Will Toronto Community Housing share the report with people who requested a copy through the LeSage Review?
Toronto Community Housing has engaged a third party to manage the distribution of the report to individuals and organizations on the LeSage Review’s mailing list. This approach respects the confidentiality of all those who participated in the review.
Who was Mr. Al Gosling?
The late Al Gosling was an 82-year-old Toronto Community Housing tenant evicted in June 2009 for failure to verify his income or repay arrears. His death in October 2009 affected the entire Toronto community. Later that month, the Board of Toronto Community Housing appointed the Honourable Patrick LeSage to lead an independent third-party review of Mr. Gosling’s eviction and the eviction prevention policy.
How was the review conducted?
Mr. LeSage led an independent third-party review. In December 2009 and January 2010, he met with Toronto Community Housing staff, tenants and stakeholders to hear their comments and concerns. He also accepted written submissions from interested parties.
What was the focus of the review?
The review’s terms of reference focused on:
- Whether gaps existed that led to Mr. Gosling’s eviction and, if so, what remedial measures may be needed.
- How to improve Toronto Community Housing’s policies and procedures for preventing evictions, particularly when dealing with tenants who become vulnerable.
- How Toronto Community Housing’s response to vulnerable tenancies can be strengthened.
